Analysis by David Liddell, chief executive of the Scottish Drugs Forum. The growing issue of substance misuse in Scotland is not just a public health crisis but a societal challenge that demands a coordinated, country-wide response. With drug-related deaths reaching alarming levels, the need for accessible, quality healthcare and support services has never been more urgent. Scotland’s approach must focus on prevention, treatment, and long-term recovery, ensuring that individuals are supported at every stage of their journey.

Historically, Scotland has faced unique challenges in addressing drug misuse, with factors such as poverty, inequality, and lack of resources exacerbating the issue. The Scottish Drugs Forum has long advocated for a shift in policy, emphasising the importance of treating addiction as a health issue rather than a criminal one. This perspective aligns with global best practices, which highlight the effectiveness of harm reduction strategies and person-centred care.

“The loss we’re seeing is not just individual—it’s national,” says Liddell. “Every life lost to drugs represents a failure of our systems to provide adequate support. We need to create a society where people can access help without stigma or barriers.” This sentiment echoes the findings of recent reports, which call for increased funding for addiction services and better integration of mental health support.

Experts argue that a multi-faceted approach is essential. This includes expanding access to evidence-based treatments such as opioid substitution therapy, increasing the availability of naloxone to prevent overdose deaths, and providing holistic support that addresses the root causes of addiction, such as trauma and social deprivation. Community-based initiatives, which have shown promise in other parts of the UK, could also play a key role in fostering long-term recovery.

What’s clear is that tackling this issue requires collaboration across sectors—from healthcare providers and policymakers to community organisations and individuals with lived experience. By prioritising accessible, quality healthcare and support, Scotland can begin to address the national loss and build a healthier, more resilient society.
