WHEN the 354 pale, white pages of the Growth Commission’s report were finally exposed to the sun over the weekend, a consensus of sorts emerged: “Scotland – The New Case for Optimism” was, whatever else you might say about it, a serious report by a serious economist. Other words beginning with S were also used: solid, strong, sound.
